Title 1 (section 1118) Parental Involvement
(a) Local Educational Agency Policy
The Waverly School District shall:
| 1. | Establish a District Consolidated Application Advisory Council which meets at least two times annually to plan, review, and improve the program. | ||
| a. | The District Consolidated Application Advisory Council membership shall consist of the Title 1 Director, the following representing Waverly: superintendent, elementary teacher, junior high/senior high teacher, school counselor, parent, Board of Education member and Title 1 teacher; | ||
| b. | The purpose of the council shall include: | ||
|
i. Involve parents in the joint development of the annual Consolidated Plan under section 1112, and the process of school review and improvement under section 1116. |

| ii. Provide coordination, technical assistance and other support necessary to assist participating schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance. | |||
| iii. Coordinate and integrate parental involvement strategies with other programs such as: Head Start Program, early reading programs, Parents as Teachers Program, and Home Instruction Program, to the extent feasible. | |||
| iv. Build the schools' and parents' capacity for strong parental involvement. | |||
| v. Provide all parents the opportunity to annually conduct an evaluation of the content and effectiveness of the Parent Involvement Policy in improving the academic quality of the schools served under this part, including identifying barriers to greater participation by parents in activities authorized in this section. | |||
| vi. Involve parents in the activities of the schools served under this part. | |||
Title 1 (section 1118) Parental Involvement
(b) School Parental Involvement Policy
The Waverly Elementary School shall:
| Policy Involvement | ||
| 1. | Convene an annual meeting to inform and explain in an understandable and uniform format to parents their school's participation in the Title 1 program, and their right to be involved. | |
| 2. | Offer a flexible number of meetings with funds used to provide transportation, childcare, or home visits as they relate to parental involvement. The scheduled agenda should include discussion on planning, review, and program improvement. | |
| 3. | Provide parents of participating children timely information about programs, a description and explanation of curriculum in use at the school, the forms of assessment used to measure student progress and the proficiency levels students are expected to meet. | |
| Shared Responsibilities | ||
| 4. | Develop a school-parent-student compact that outlines how parents, the entire school staff, and students share the responsibility for student achievement and the means by which the school and parents will build and develop a partnership to help serve the state's high standards. | |
| 5. | Address the importance of communication between parents and teachers on an on-going basis, such as parent-teacher conferences, report cards, and being involved in their child's classroom. | |
| Building Capacity for Involvement | ||
| 6. | Provide assistance to parents in understanding the state's academic and content standards and how to monitor a child's progress and work with educators to improve achievement. | |
| 7. | Provide materials and training to help parents to work with their children to improve their achievement. | |
| 8. | Coordinate to the extent feasible and appropriate the integration of parent involvement and activities with Head Start, early reading programs, Parents as Teachers Program, and Home Instruction Program. | |
| 9. | Ensure that information related to schools and parent programs and meetings is sent to the parents in a format that is practical and in a language parents can understand. | |
| 10. | To the extent practicable, provide such other reasonable support for parental involvement activities under this section as parents may request. This may include: | |
| a. | Involving parents in the development of training for educators to improve the effectiveness of such training. | |
| b. | Provide necessary literacy training from funds under this part. | |
| c. | Pay reasonable and necessary expenses associated with local parental involvement activities. | |
| d. | Train parents to enhance the involvement of other parents. | |
| e. | Arrange school meetings at a variety of times, or conduct in-home conferences between educators and parents. | |
| f. | Adopt and implement model approaches to improving parental involvement. | |
| g. | Establish a District-wide parent advisory council to provide advice on matters related to parental involvement. | |
| h. | Develop appropriate roles for community based organizations and businesses in parent involvement activities. | |
| Accessibility | ||
| 11. | To the extent practicable, provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children. This would include information in a format to the extent practicable; in a language such parents can understand. | |
